Yep, routing loop. TTL (Time To Live) expired could mean a few things. The packet exceeded it's expiration timer (generall 255ms I believe), it exceeded the hop count for the routing protocol if it's a DV protocol (probably not though, they should be using OSPF). Kind of makes me curious how it happened though.
