Thats the point of the exercise...
It just shows how most people will argue over a point with out going out and getting the truth.

Technicalities, technicalities!!! There was no law per say against contact, merely against violation of quarantine after contact. Since the law is no longer in the Federal Register, the point is academic.
However, the fact remains that Section 1211 of Title 14, until 1991 did apply to contact with extraterrestrials or their vehicles or those who came in contact with extraterrestrials or their vehicles, and there is a relatively firm definition of each term used in said law. Again, read the link in my above post.

Ah. the article that was made for the exercise. Its as credable as the rest of the text files at http://www.textfiles.com/ufo/
If it was truely removed from federal law you would still be able to look it up. the law still applies to cases that are on apeal from pre 91.

What I was mentioning, is why did they skip over it when they were drafting up all of the title, not why was it removed or whatever.

There was a law there at one time but it got outdated and removed. The empty spot was the perfect place to write your own law and title it what ever you wanted...
Im sure a little more research in a law libary will get you the answers you seek
