Just to check, are you saying that if you were arrested tomorrow for having done nothing more than being in the wrong place at the wrong time, you'd voluntarily consent to being executed on the grounds that "I'm just ONE innocent statistic after all, think of all the genuinely guilty motherf**kers who actually deserve to die?
Oh, and by the way, serious mental illness is not the same thing as learning difficulties (which I assume is where you picked up the ridiculous word 'retarded' from.) Instead it's a completely different mental outlook where the sufferer (yes bud, it's a medical condition, not a free choice!) just doesn't see the world the same as most people. Mental illness can be often be treated, but people should NEVER be released before that. What you don't hear about is the thousands of people every year released because they pose no further threat to society who DON'T re-offend. Why? Well, it doesn't incite any kind of emotion does it, other than making sanctimonious jackasses like yourself feel a bit stupid.

Wouldn't locking them away for the rest of thier lives, or until they are cured (in the case of psycotic criminals) be just as effective at protecting the public as execution?
I'll try to find some information about the monitary costs of life imprisonment versus the process of appeals and executions.
