If they did make a special day out of it, it would probably be more like "Terrorist Victim's remembrance Day"

If they declare that day a anti terrorism day, whay would the terrorist think about the rest of the days?

They did declare it something. I think its gonna be something like national day of remembrance, but longer than that. I don't quite remember the whole name is was long...
